The problem is a collection of issues which comes from a communication disconnect between the faculty and researchers and the business department. When researchers search for medical grants there are general requirements which must be met for the grant itself and those guidelines are specified. However, the problem is in communicating the requirements of Emory which evaluates each grant proposal, estimate actual cost and availability of resources, legal issues and ROI factors. Unless researchers have participated before in the grant process they are unaware of how it works, the structure for the proposal and in addition may lack one specific item or the proposal could need corrections. Which if any item is missing or requires updating the process must start at the beginning again, pushing the time frame back weeks for approvals. This is due to the new electronic grant approval process. The system is not flexible in allowing updates or changes once the proposal is submitted for review.
The link below gives us a good example of how another university has implemented a website education piece into the process which allows faculty and researchers to better understand requirements and time tables.
